In the aftermath of the September 11 attacks, Altman volunteered, then was elected to serve as Chairman for the UNISCA First Committee on Disarmament and International Security, a UNESCO funded graduate and postgraduate program wherein he led several hundred upcoming diplomats to provide collective intelligence assessments and essential policy decision-making advice to political leaders on long-term issues of stability and importance.<ref>[https://www.unisca.org/ UNISCA.] UNISCA.
